WhatsApp Usernames Feature Faces Government Scrutiny in India Over Privacy and Cyber Fraud Concerns

New Delhi: WhatsApp’s upcoming usernames feature, designed to let users connect without sharing their phone numbers, has come under the scanner of the Indian government even before its official public rollout. While Meta-owned WhatsApp describes the feature as a major step toward strengthening user privacy, the Centre fears it could unintentionally make cyber fraud, phishing attacks, and impersonation scams easier.

The Ministry of Electronics and Information Technology (MeitY) has formally asked WhatsApp to temporarily halt the rollout of the feature until consultations with the government are completed. Authorities have also sought a detailed explanation from the company within three days regarding the safety measures built into the new system.

The development marks another chapter in India’s growing focus on regulating privacy-focused features offered by global messaging platforms while balancing cybersecurity and law enforcement concerns.

What Is WhatsApp’s Usernames Feature?

Since its launch, WhatsApp has always required a mobile phone number as the primary identity for every user. Anyone wishing to contact another person needed access to that individual’s registered mobile number.

The proposed usernames feature aims to change this approach. Users will be able to create a unique username that can be shared instead of their phone number. This means conversations can begin without revealing personal contact details.

However, WhatsApp has clarified that users will still need a valid mobile number to create and maintain their accounts. The username simply acts as an alternative identity for initiating conversations.

Unlike social media platforms, WhatsApp says usernames will not appear in a public directory. Users cannot browse or search random usernames, and communication will only be possible if someone already knows the exact username.

The company also plans to introduce an optional Username Key, which adds another layer of security. If enabled, both the username and the key must be entered before a new person can send the first message.

Why Has the Indian Government Raised Concerns?

The Indian government believes the new feature could create fresh opportunities for cybercriminals.

According to MeitY, scammers may create usernames that closely resemble those of banks, government departments, financial institutions, celebrities, or public officials. Victims could mistake these fake accounts for genuine organisations and become targets of financial fraud or phishing attacks.

Officials also argue that hiding phone numbers could make investigations more difficult by removing one of the most visible identifiers currently available to users and law enforcement agencies.

The concerns come at a time when India is witnessing a significant rise in online financial scams. Cybercriminals have increasingly used fake identities to carry out phishing attacks, investment fraud, digital arrest scams, and impersonation schemes.

Government data indicates that cybercrime complaints have increased sharply over the past few years, making online fraud one of the country’s fastest-growing digital challenges.

WhatsApp Defends the Privacy-Focused Feature

WhatsApp maintains that the usernames feature has been designed primarily to enhance user privacy rather than anonymity.

The company argues that many users—particularly women, students, professionals, and members of large community groups—often hesitate to share their personal mobile numbers with strangers. Allowing communication through usernames can help reduce unnecessary exposure of personal contact information.

To prevent misuse, WhatsApp says it has introduced several built-in safeguards.

These include reserving usernames for verified public figures, celebrities, government agencies, and official Meta accounts. The platform has also reserved similar variations of well-known names to reduce impersonation attempts.

Additionally, WhatsApp plans to limit the number of new people a user can contact within a specific period, making it harder for fraudsters to send mass scam messages.

The company also uses automated systems to detect suspicious behaviour, fake accounts, and repeated attempts to guess usernames or security keys.

Additional Safety Measures for Users

Whenever someone receives a message from an unknown username, WhatsApp intends to display contextual information before the conversation begins.

Users may see whether the sender is a newly created account, already exists in their contacts, shares mutual groups, or is contacting them from another country.

The objective is to help recipients make informed decisions before interacting with unfamiliar accounts.

Security experts believe these warning indicators could reduce some forms of impersonation, although their effectiveness will depend on user awareness.

Privacy Versus Security: A Growing Global Challenge

The controversy highlights an increasingly common challenge facing technology companies worldwide—balancing user privacy with public safety.

Privacy advocates argue that protecting phone numbers is essential in today’s digital environment, especially for women, journalists, activists, and individuals vulnerable to harassment.

At the same time, cybersecurity experts acknowledge that removing visible identifiers may create new opportunities for sophisticated cybercriminals.

Technology specialists point out that while mobile numbers are linked to SIM cards, telecom records, and Know Your Customer (KYC) verification, usernames can potentially be created in far greater numbers, making large-scale impersonation attempts easier if adequate safeguards fail.

Some experts have described usernames as both a significant privacy enhancement and a potential cybersecurity challenge that will require continuous monitoring.

WhatsApp has stated that it remains committed to working closely with Indian authorities and has assured regulators that extensive safety mechanisms are already built into the feature.

The company is expected to continue discussions with the government before deciding on the public rollout in India.
